Summary
Overall the game will have many fixes even when you do not purchase the Shadows of the Hist DLC. The most significant changes are the changes to passives of the different races in the game.
The Argonians wil now benefit from extra Max Magicka by 1/2/3%, and continues to restore 4/8/12% of your Max Health, Magicka, and Stamina whenever you drink a potion. And the Quick to Mend passive now grants a 1/3/5% bonus to both healing done and healing received, instead of a 3/6/9% bonus to only healing done.
The Bretons' passive ability "Light Armor Affinity" has been renamed to "Opportunist" and now benefit from 1% extra Alliance Points gained.
The Dark Elf (Dunmer) see a minor change to the passive "Ambidexterity". It now also reduces damage received from lava. Their largest change is in the passive "Flame Talent", which now also increases Frost and Shock damage by 0/1/2%.
The High Elf (Altmer) also receive a minor change. "Destruction Talent" now increases the experienced gained by 1% for faster leveling.
The Imperials also have such a change. The passive "Shield Affinity" now increases the gold gained by 1% and has been renamed to "Diplomat".
The Khajiit do not see any large changes. For thieves however "Medium Armor Expertise" has been renamed to "Cutpurse" and now increases the chance of successfully pickpocket by 5%.
The Nords most important change is in the passive "Robust" which has been renamed to Stalwart and now increases your Health Recovery by 6/13/20%, down from 10/20/30% and your Max Stamina by 2/4/6%.
The Orcs (Orsimer) now get increased inspiration gain of 10% from the passive "Heavy Armor Expertise", which has been renamed to "Craftsman". Which means faster CP points gain. The Orcs are the only race that receive a nerf. "Robust" has been renamed to "Unflinching" which now increases health recovery by 6/13/20% down from 10/20/30% and your healing received by 1/3/5%.
The Redguards do not see any significant changes. Check the patch notes for details on the very minor changes.
The Woodelfs (Bosmer) passive "Archery Expertise" has been renamed to "Acrobat" and now reduces fall damage by 10%. The "Resist Affliction" bonus of Max Stamina has been increased to 2/4/6% from 1/2/3%.
